Job Description

The Occupational Safety Manager will play an integral role in supporting the Occupational Health and Safety (OHS) Manager in developing and implementing strategic plans, policies, and operational responsibilities. This position will be responsible for collaborating with National User Facilities, Research Organizations, and Operational Organizations on a regular basis in support of world-class research and operational excellence. Specifically, the Occupational Safety Manager will focus on managing the 10 CFR 851 Occupational Safety Portfolio within the Environmental, Safety, and Health (ESH) Directorate. The portfolio consists of several key programs, including:

  • Confined Spaces
  • Electrical Safety
  • Fall Protection
  • Hazardous Energy Control (Lockout/Tagout)
  • Hoisting & Rigging
  • Machine Guarding
  • Manual Material Handling
  • Personal Protective Equipment
  • Powered Industrial Trucks
  • Pressure Safety

The Occupational Safety Manager will supervise the Occupational Safety (OS) Group within the Worker Safety and Environment (WSE) Division, providing effective leadership and direction to OS staff. Additionally, this role may involve direct management of one or more specific programs within the Occupational Safety Portfolio, as determined by the OHS Manager.This position will be hybrid, on-site presence will be required 3 days each week.

Key Responsibilities:

Leadership and Management:

  • Provide direction and leadership to Occupational Safety (OS) personnel.

  • Develop and manage the Occupational Safety Group, integrating safety considerations into all aspects of work planning and practices.
  • Oversee the tracking of program metrics and outcomes, ensuring effective implementation of safety programs

Technical Support and Collaboration:

  • Ensure that OS personnel are available to serve as Subject Matter Experts (SMEs) to provide technical support to line management and collaborate with researchers to develop effective safety solutions.

  • Maintain awareness of technical developments in safety and alignment with laboratory programmatic objectives.
  • Actively lead the implementation of OS procedures, best practices, and risk mitigation controls.
  • Maintain communication with internal and external stakeholders to support the needs of the research community.

Program Development and Implementation:

  • Benchmark and trend compliance/conformance progress against other laboratories and industries to ensure the organization stays competitive and meets or exceeds best practices.

  • Drive continuous improvement and development of a world-class safety culture throughout the organization.
  • Design, implement, and manage written programs, lesson plans, and presentations to ensure safety considerations are integrated into all levels of operations promoting safety awareness and compliance.

Position Requirements

  • This position requires a Bachelor’s degree and 6+ years of relevant experience or equivalent or a Master's degree and 4+ years of relevant experience or equivalent
  • Management and leadership skills with a proven ability to build consensus and collaborate among key stakeholders.
  • Knowledge of 10 CFR Part 851 - Worker Safety and Health Program, OSHA General Industry, and Work Planning and Control.
  • Expertise in designing, implementing, operating, and managing an integrated safety management group.
  • Demonstrated knowledge in the development of written programs, lesson plans, and presentations.
  • Proven experience in conducting investigations and mitigating hazards in research laboratories, industrial settings, and facilities maintenance operations.
  • Exceptional skills in oral and written communication, with experience in persuasion and public relations/marketing.
  • Ability to lead and mentor a team, providing guidance and direction for professional development.
  • Understanding of the interfaces among national laboratories, federal government, private sector, and academic institutions.
  • Ability to obtain and maintain a Q clearance.
  • Experience in budget management and stewardship of laboratory resources.
